OS CISI LAUNCHED

 

Governor Mamman B. Ali, the Executive Governor of Yobe State who was represented by the State Commissioner of Education, Alhaji Sidi Yakubu Karasuwa at EITPIN 2008 Thursday 27 March launched the Old Students Computer In School Initiative (OS CISI) with a pledge to deploy computers with educational materials under the OS CISI to all Yobe State primary, Secondary and Model Schools by the end of 2009. He assured that the State will support the vision of the Initiative 100%.

 

In the same vein, the President of ECOWAS Commission Dr Ibn Chambas speaking through Dr Sola Afolabi Director CCC represented by Mr Wale Ajala of the CCC congratulated ITAN on the successful launch of OS CISI and further assured it of support as the initiative falls into what they are already doing with some NGOs in Nigeria and across the region.

 

Earlier while welcoming everyone to the launch, Dr Olufuye, ITAN President indicated that 'OS CISI is an initiative to mobilize old students, CEOs, and stakeholders to donate either in cash or kind retired or brand new computer systems loaded with educational software (in line with CPN/NERDC IT syllabus) to their primary and/or secondary schools throughout the 6 geo-political zones of Nigeria. A minimum of 5 PCs, 5 UPSs, 1 laser printer and a 5KVA stabilizer are to be delivered to schools so nominated. Select teachers will thus be trained on a train-the-trainer scheme who will in turn teach other teachers & students.  With more than 30,000 public primary and up to 15,000 public secondary schools in Nigeria, it is apparent to see that the task of equipping our schools with necessary IT tools for the next generation work force is something that cannot be left to government alone. It’s a project we all must be engaged in for the Vision 2015 of the Millennium Development Goals, World Council on Information Society for all schools, libraries & LGAs to be connected to the internet and  Vision 20 2020 of Federal Government of Nigeria to to be a reality. We are projecting to deliver more than 350,000 PCs under this initiative.' ...

INVITATION TO ITAN OS CISI

 

Dear Old Student/s,

 

On behalf of the National Council of ITAN, I would like to invite you to participate in our Old Student/s Computer In School Initiative (OS CISI).

 

The fulcrum of “OS CISI” is the deployment of computers to OSs’ primary/secondary schools at the 1st Level. The 2nd Level would require the deployment of computers to OSs’ nominated schools apart from their Alma Mata. 1st & 2nd levels deployments could actually run pari-passu.  The 3rd level will be deployment of PCs to 3rd party nominated schools across the six geo-political regions of Nigeria.

 

The computers involved are either fairly used (not below Pentium III 128MB RAM) or brand new systems as may be recommended by the sponsor of the school. Based on strategic partnership with Microsoft, we plan to power each system with Microsoft Windows Xp, MS Office 2003 Suite and Microsoft Student Encarta 2007. An option with Linux is still on the table. A minimum of five computers will be Star-networked with a fairly used (or brand new) laserjet/deskjet printer. The equipment will in essence be made Internet ready but not connected to the Internet. It is hoped that the Galaxy Backbone Internet Infrastructure will extend to the schools as soon as it is deployed. At least one 5kva Stabilizer and 5 650va UPSs shall also be part of the package.

 

A.         A. What is the operational scope of “OS CISI”?

 

The operational scope of the scheme shall be in tandem with the 2001 guidelines which include:

 

1.  Securing beneficiary nomination and sponsorship funds.

2.         2. Writing the beneficiary school/s about the offer and requesting them to prepare a laboratory (ie a secure, powered and well ventilated room) for the equipment installation.

3. Verification of the lab by ITAN inspectors

4.         4. On successful verification exercise request for each  school to nominate 2 teachers for an accelerated train-the-trainer scheme on the software installed and the CPN/NERDC IT Syllabi for Primary and Junior Secondary schools.

5.         5. Deployment of Equipment

6.         6. Installation, Testing and handing-over

7.         7. Establishment of Contact person for link with ITAN CISI Help Desk

8.         8. ITAN Lead Technical Officer (LTO) submits project report.

9. End of Deployment Operation

 

B.         B. What is the physical and Financial Implication of my nomination?

 

Every nomination must be backed up with the appropriate sponsorship package. There are two sponsorship packages. The first is the delivery of appropriate equipment by nominator/s to ITAN Secretariat. The delivery shall be received by the CISI Coordinator or any other representative of the President of ITAN. This will be backed up by logistical funds to take care of administrative, personnel and deployment efforts. The second is outright monetization of the deliverables by the nominator. This implies that such fund shall go into the ITAN IT Penetration Fund (IITPeF)[1] and shall be applied to the purpose specified.

C.         C. What is the Sustainability strategy?

 

The sustainability of the initiative is premised on

 

1.            1. Securing local partners for each deployment

2.            2. Creation of a functional CISI Help Desk

3.            3. The submission by the nominee’s contact person a Quarterly Performance Report (QPR) to ITAN

4.            4. The submission of an independent regular but not exceeding quarterly report by the local partner or authorized ITAN representative.

5.            5. Securing continuous stream of sponsorship funds from donors.

 

D.         D. How would this initiative be funded?

 

The “OS CISI” is proposed to be funded through the following sources:

 

1.         1.   Donation from nominating OS/s. This donation can be in kind (donation of equipment under review); and cash (ie donating the financial equivalent of equipment under review.

2.          2.  Through the ITAN IT Penetration Fund (ITPeF).

3.          3. Direct/Special Purpose donations. Donations like this could be tied to specific deliverables and project implementations.

 

E.         E.   Benefits to Donors

 

For donors that would not want their names mentioned, ITAN can be trusted to maintain anonymity. However, their benefit is the sense of accomplishment and fulfillment of social responsibility and divine calling.

 

Moreover, donors that do not mind the disclosure of their names can expect the following benefits:

 

1.           1. Mention in the recipient school through a commissioning plague that will be conspicuously located in the computer lab. Example of such format might be “ Mr Ayo Igwe Isa (set in School)  in collaboration with ITAN & Microsoft) present these Computers Systems on March 27, 2008”.

2.            2.  Incorporation into ITAN OS CISI Performance Book which shall be given prominence on the ITAN website.

3.            3. Recommendation for National /International awards in Information Technology and Human Capacity Development.

 

Dear OS, as you can see, the framework is ready. What is left is for you to make that decision to nominate your old school or any other schools and back your nomination up with your donation. The nominated schools representatives are expected to feature at the March 27 event and participate in the train-the-trainer programme that would herald the Consultative Forum.
